Mr. Gary Reisner is serving as the Deputy Assistant Administrator for Programs and Administration for NOAA’s Office of Marine and Aviation Operations. Prior to becoming Deputy Assistant Administrator, Mr. Reisner served in many positions in NOAA and across the Executive Branch.  He was the Director of Budget for NOAA from 2014. Prior to that, he was the Chief Financial Officer and Chief Administrative Officer for both the National Marine Fisheries Service and the National Weather Service, responsible for oversight of budget formulation and execution, strategic planning, performance management, facility and safety management, grants management, audit coordination, human resource management, and loan financing services.  

He has over 25 years of federal service devoted to advancing natural resource management and related science. He worked at the White House Office of Management and Budget where he oversaw the NOAA and the performance of the Commerce Department. He worked in the Department of the Interior, and oversaw a number of Interior bureaus while at OMB, managing budget, legislative initiatives, regulatory programs, and strategic direction.

Mr. Reisner has a Master of Science degree in natural resource economics and started his federal career researching energy use and polices for the Department of Agriculture’s Economic Research Service.
